Truck Toll from July 1, 2026 – What Does This Mean for You?

What will change?

Kilometer-based toll instead of Eurovignette
All trucks from 3.5 tons and up will pay per kilometer driven on highways and selected provincial roads. This applies to both Dutch and foreign vehicles.

Costs based on weight and CO₂ emissions
The heavier and more polluting a vehicle, the higher the toll. Cleaner trucks will pay less.

Toll rates
The amount of the toll depends on the type of vehicle and weight class

1. Diesel trucks (the majority of the current fleet) will be charged up to €0.201 per kilometer, depending on weight and emission class.

2. Electric and zero-emission trucks will pay a significantly lower rate, around €0.04 per kilometer.

3. Heavy vehicles (> 32 tons) fall into a higher rate category.

In practice, the impact of electric vehicles on average costs for the sector will remain limited for now, since only a small percentage of the Dutch fleet is electric.

• Reduction in Motor Vehicle Tax (MRB)
The MRB will be lowered to the European minimum. For trucks up to 12 tons, the MRB will even be completely abolished.

Registration via On-Board Unit (OBU)
All vehicles subject to the toll must be equipped with an OBU, which automatically registers the kilometers driven.

What does this mean for you as a customer?

• Increase in transport costs
As of July 1, 2026, transport costs will noticeably rise. The exact impact depends on the type of service, route, vehicle type, and number of kilometers.

• Impact on rates
This means that our transport rates will also need to be adjusted. We are currently analyzing the impact per customer and route, so that we can provide you with timely insight. Initial preliminary calculations show an increase of up to 9% in transport rates.

• Separate from annual Panteia index
This change is entirely separate from the annual Panteia indexation you are familiar with. The truck toll is a structural, nationwide measure that applies across the entire transport market. We will inform you separately about the results of the upcoming Panteia report.

• Electric transport not automatically cheaper
Despite the lower toll rate for zero-emission trucks, the higher purchase and operating costs still weigh heavily. In addition, the share of electric trucks in the Netherlands remains limited, meaning the overall effect on total costs is minimal.

• Preparation is key
We recommend factoring this into your budgets for the second half of 2026.
